Her Excellency Noura bint Mohammed Al Kaabi is the Minister of Culture and Knowledge Development whose primary mission is to promote the acquisition of knowledge and the overall cultural environment.

Prior to this, Her Excellency was appointed as the UAE Minister of State for Federal National Council Affairs to act as the key link between the Cabinet and the Federal National Council.

Noura is also Chairwoman of the Media Zone Authority - Abu Dhabi (MZA) and twofour54. She is also a board member of the UAE’s National Media Council, Abu Dhabi Media, Image Nation, the Abu Dhabi Sports Council and the United Arab Emirates University.

H.E. Noura Al Kaabi holds B.A. in MIS from UAE University in 2001 She has also completed the Executive Leadership Programme from London Business School in 2011

Her Excellency Shamma bint Suhail bin Faris Al Mazrui serves 49% of the nation’s population as UAE Minister of State for Youth Affairs. Appointed February 2016, at 22-years old making her the world’s youngest cabinet minister, Al Mazrui and her team have built and executed a bold new National Youth Strategy putting the Voice of Youth front and center to policy-making. In her mandate to centralize Youth in creating the UAE’s post-oil economy, her work focuses on ensuring all Youth have a voice and direct, ongoing two-way channels of communication with decision-makers at federal, state and local levels launching. Her team’s work has produced over 60 initiatives that empower, educate and are led by Youth and including 40 Youth Councils and over 200 Youth Circles with national and global leaders on key challenges impacting Youth in the global economy.

Her Excellency Shamma is also Chair of the Emirates Youth Council and the Vice-Chair of the Arab Youth Center covering over 15 initiatives across 22 MENA nations. She serves as the Chairperson for Special Olympics UAE, spearheading the largest delegation of athletes during the Middle East’s first World Games in 2019 and championing inclusion throughout the Arab world.

H.E. Shamma obtained her Masters of Public Policy with Distinction from the University of Oxford in 2015. She was the first UAE Rhodes Scholar and ranked within the top of her class.

Her Excellency Noura bint Mohammed Al Kaabi was appointed as the UAE Minister of Culture and Development in October 2017. Noura Al Kaabi acted as the key link and facilitator between the Cabinet and the Federal National Council.

Noura is Chair of the Media Zone Authority – Abu Dhabi (MZA) and twofour54, the home of media and entertainment in Abu Dhabi; Chair of Abu Dhabi National Exhibitions Company (ADNEC Group) and Chair of Abu Dhabi Media Company. She is also the Media & Marketing Chair for the Special Olympics. She is on the committee of TCA’s Museum Acquisition Committee and is part of the Advisory Board for Abu Dhabi Music and Arts Foundation and Qasr Al Hosn. She is also a board member of the UAE’s National Media Council, International Federal Council, Image Nation, National Archive, Fatima Bint Mubarak Ladies Sports Academy, Zayed Sports Council and Young Global Leader. Noura is the first UAE National to be ranked on Foreign Policy magazine’s ‘Top 100 Global Thinkers List’. In 2014, she was named as one of Forbes Middle East’s 30 Most Influential Women in Government; and was awarded ‘Business Woman of the Year’ at the Gulf Business Industry Awards. Her role in growing the UAE’s media industry was recognized by America Abroad Media in 2015, and she was named as one of the 20 most powerful women in global television by The Hollywood Reporter in 2016.

H.E. Noura Al Kaabi holds B.A. in MIS from UAE University and has also completed the Executive Leadership Programme from London Business School.

Her Excellency Sarah bint Yousif Al Amiri ‎has been appointed as Minister of State for Advanced Sciences during the ‎Cabinet reshuffle of October 2017. Her responsibilities include enhancing the contributions of advanced sciences to the development of UAE and its economy.

Her Excellency is the Chairperson of the UAE Council of Scientists, she also holds the position of Emirates Mars Mission Deputy Project Manager at the Mohammed Bin Rashid Space Centre.

Al Amiri started her career in sciences when she worked as Programs Engineer on Dubai Sat-1 and Dubai Sat-2.

Her Excellency holds a Bachelor's and a Master’s degree in Computer Engineering from the American University of Sharjah.

His Excellency Dr. Ahmad bin Abdullah Humaid Belhoul Al Falasi was appointed as Minister of State for Higher Education in February 2016, to supervise the development of higher education and scientific research in the UAE.

In October 2017, His Excellency’s portfolio was expanded to include Advanced Skills to equip the UAE youth with the necessary skills for the future.

Al Falasi is currently the Chairman of the Federal Authority for Human Resources and the Chairman UAE Space Agency since June 2017. His Excellency represents the space sector in the National Science, Technology and Innovation Committee.

Prior, His Excellency held the position of Chief Executive Officer at Masdar, Executive Director of Strategy and Tourism Sector Development at Dubai’s Department of Tourism and Commerce Marketing, and Vice President of Industry Unit of Mubadala Development Company. His Excellency Dr. Ahmad Belhoul Al Falasi had also worked with management consulting firm McKinsey & Company.

His Excellency has a Ph.D. from Sir John Monash University, a Master’s from the University of Melbourne, Australia, and a Bachelor in Telecommunications Engineering from KUSTAR, UAE.

On 19 October 2017, Her Excellency Hessa Bint Essa Buhumaid, Minister of Community Development was handed over her duties confidently to transit from community care to sustainable development. She managed to accomplish four policies in one year: National Family Policy, National Policy for People of Determination, Executive-By laws of Child Rights Law “Wadima” and National Policy for Senior Emiratis. Through her chairmanship to the Community & International Games Heritage Committee and as part of the “host town program”, Her Excellency attained remarkable achievements in the Special Olympics MENA Regional Games 2018 in preparation of the Special Olympics-Abu Dhabi 2019 to host participating delegations and expand volunteering field.

Before 2018, Her Excellency Hessa Bint Essa Buhumaid accomplished new policies and legislations to empower women and raise her ambitions towards the future, enhanced ambitions of the youth generations through “Eddad” and “Begin a new family” programs to encourage a happy and a sustainable marriage. She also supported marriage grants with more flexible and positive procedures and other successful initiatives to support stable, productive and coherent families.

Prior to this, Buhumaid was Assistant Director General for Government Services in the Prime Minister’s Office at the Ministry of Cabinet Affairs and Future. Her Excellency oversaw the Emirates Government Services Excellence Program aiming to raise the efficiency of government services delivery.

Her Excellency was the supervisor of Government Services Factory launch focusing on training government authorities on how to implement services design mechanism. She also supervised Customers’ Satisfaction and Happiness Project about all government services.

She was the General Coordinator of Sheikh Khalifa Government Excellence Program, Executive Director of Excellence Sector, Executive Director for Institutional Support Sector, Assistant Director General for Government Services Sector and Supervisor of UAE Government Leadership Program to sustain government premium leaders at the first and second levels.

She is a graduate of Sheikh Mohammad Bin Rashid Young Leadership Program and a two-time winner of Sheikh Rashid Award for Scientific Excellence, she also won the Arabian Gulf National Olympic Committee Award for Outstanding Youth in 2013, and the best distinguished newly appointed employee at Dubai Government Excellence Program in 2003.

Born on 1980, Her Excellency holds an honor Masters’ degree in Business Administration from the American University of Sharjah, an honor Bachelor Degree in Business Sciences from Zayed University. She also holds an Executive Diploma in Public Administration from Lee Kuwan Yew School of Public Policy in Singapore.

Her Excellency Jameela Al Muhairi was appointed as Minister of State for Public Education ‎during the Cabinet reshuffle in February 2016. Her Excellency Jameela Al Muhairi has 20 years of ‎experience in the field of education management, and has been working towards the ‎development of a world-class school performance management system for schools in Dubai ‎through her post as the Chief of Dubai Schools Inspections Bureau at KHDA since 2006.‎

Earlier, Her Excellency Jameela Al Muhairi had served as Deputy Director of the Special Education ‎Department at the UAE Ministry of Education from 1995 to 2004, then held position of Executive Director of Dubai Knowledge Village from 2004 to 2008, following which she served ‎as Executive Director in charge of the private education sector in Dubai Education Council. ‎She is also a member in Dubai Cares Foundation.‎

Her Excellency Jameela Al Muhairi is a graduate in management from UAE University in 1990. She is a ‎member of the Dubai Education Council, and a member of Dubai Cares.‎

H.H. Sheikh Rashid bin Humaid Al Nuaimi is chairman of the Board of Directors of the Al Zorah Development Company. Sheikh Rashid also occupies various positions in the government, education and private sectors on a day-to-day basis.
As chairman of Ajman Municipality and Planning Department, Sheikh Rashid has been involved in many of the radical changes that are allowing the Emirate of Ajman to emerge and excel. He has led infrastructure improvement projects, city planning, and road network and traffic flow improvements. He is also a member of the Ajman Government Executive Council.

Sheikh Rashid is chairman of Ajman Sewerage, which aims to promote environmental awareness, reduce wastage of natural resources, raise the quality of water for domestic use, and reduce domestic wastewater generation in the Emirate of Ajman.

He is also deputy chairman of the Ajman Real Estate Regulatory Agency, who regulate the joint ownership of real estate projects and investment buildings and legalize the relation between real estate developers investors in Ajman.

In the education sector, Sheikh Rashid is chairman of both Ajman University of Science and Technology and City University College of Ajman.

Sheikh Rashid is the founder and chairman of R Holding, a holding conglomerate with businesses in the real estate, industrial, financial, hospitality, and aviation sectors. Today, R Holding is the master developer of the world's largest single phased development ‘The Emirates City’, a AED 15 billion investment consisting of 92 towers, hotels and shopping malls, along with medical, educational, and entertainment facilities.

In additional to these roles, Sheikh Rashid contributes to many community services and activities. He is chairman of Ajman Football Club, chairman of Ajman Student Council, and works with various charitable organizations.

Saeed Al Nazari is the Director General of Federal Youth Authority, Executive Director of The Youth Office at the UAE Prime Minister’s Office, Chief Strategy Officer at the Arab Youth Center, Member at the First Federal Emirates Youth Council and the first Global Innovation Ambassador for the Global Innovation Management Institute. Al Nazari led and Managed 50+ National Strategic Projects during his 10 years of experience in the Public and Private Sector. Al Nazari worked with several federal and local entities on impactful, innovative and strategic government initiatives, he successfully managed and worked with the Minister of State for Youth on National Youth Agenda, National Youth Retreat, National Youth Engagement Policy, National Youth Dialogue, National Emirates Youth Values Program, Youth Hubs across the country, Youth Circles, 100 Mentors Program, Youth Debates, Youth Data Hub, Youth Launchpad, Youth UN Delegation Program, Emirates Youth Global Initiative, Youth 101, Youth Spots, and Youth Summer Academy. He also managed cutting-edge projects that reflect the pioneering and trailblazing spirit of the emirate of Dubai and the UAE government.
